The Government’s Digital Public Services Plan 2030, launched earlier this week, sets out a roadmap to fully digitalise key public services by 2030, ensuring that 100% of these services are available online and 90% of applicable services are accessed digitally. The project is a flagship initiative under Government’s Better Public Services transformation strategy.
At the heart of the plan is a ‘Life Events’ approach that reimagines public service delivery around key moments in people’s lives, such as becoming a parent, starting school, or retiring. This user-centred approach aims to simplify access, reduce administrative burden, and deliver seamless, integrated services which better meet the needs of users. The Plan will be delivered in three phases up to 2030. The delivery of new Life Events digital services will begin from next year.
Seventeen priority life events are scheduled for redesign and integration between 2026 and 2028. Each phase will deliver a redesigned digital journey. This will be supported by universal digital infrastructure, including a new digital wallet.
To support this transformation, the Government is providing a suite of enablers including the Public Service Digital Transformation Fund, service design capability, reusable digital building blocks, and supports for AI adoption and bilingual services. These tools are designed to assist departments and agencies in delivering “inclusive, secure, and user-friendly digital services which have been designed with and for the public”.
Speaking at the opening of Public Service Transformation Week on Monday (November 10), Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER), Jack Chambers, said: “This Plan is about putting people at the centre of public service delivery. By designing services around life events and harnessing digital innovation, we will make it easier for people to access the services they need, when they need them. It’s about building trust, improving outcomes, and delivering better public services for everyone.”
Minister of State with responsibility for Public Procurement, Digitalisation and eGovernment, Emer Higgins, said: “This Plan is a milestone in our journey towards a truly digital-first government. It reflects the hard work and collaboration across Government to deliver services that are intuitive, secure and built around the real-life needs of our citizens. The Life Events approach to service delivery will make a meaningful difference in how people experience public services and I look forward to its implementation throughout the public service.”
Public Service Transformation Week 2025 took place this week, 10-14 November. Co-ordinated by DPER, this year’s theme was ‘Transformation at Scale’. including initiatives that are centred on scalability; promote cross-collaboration and are holistic and human centred.
